Yes, if someone forges the notary's stamp and signature, the notary could sue that person. Depending on the situation, there could be several different possible causes of action: identify theft; defamation (if the notary's reputation is damaged); fraud; etc. However, the amount a person may sue for is linked to the damage, such as economic loss, liability, or reputational damage, the person suffers. If the notary does not suffer much economic or other injury, it would not be worth suing; reporting the wrongdoer to the police would probably be a better course of action in that case.
