Can an H4 visa holder travel abroad while their extension is pending?

My visa expires in 8 months and I want to travel in 3 months.

You can travel internationally while your extension for the same status is pending.  Provided you return to the US while the current visa is still valid, there should be no issues.  If you plan to remain outside the US beyond the current visa expiration date, you will need to then remain outside the US until the extension is approved so that you can get a new visa on the basis of the approved extension.
