My truck was repossessed because of a bankruptcy dismissal. Ccan they keep my toolbox on truck?

No, they may NOT keep your new tool box--if they do, they are stealing, and are potentially subject to criminal penalties as well as liable to you for the value of the box. You should report them to the police for having stolen your tool box if they won't give it back; also, if they don't give it back (or damaged it), you can sue them, such as in small claims court (no need to hire a lawyer) for the value of the tool box.
