Yes, they can any adult human being can move whereever he or she likes, whether married or not a husband or wife can move out, rent a new space, and refuse to let the other spouse go with them. The abandoned spouse can file for divorce, and in the filing, this behavior--e.g. abandonment--will be considered and may result in the abandoned spouse getting more spousal support or having to pay less support, if he/she were the main breadwinner and/or receiving a larger share of assets and/or custody over the children if there are children.
