What to do about a breach of contract?
My sister and I put an accepted offer on a house on the 20th of last month. This home was owned by people in Japan so it took until the 7th of this month to hit escrow. My sister backed out of the deal 3 days ago. Is this legal? Can I sue her for breach of contract?

Yes, you can sue her breach of contract. You should be able to sue to recover any costs or losses you incur, such as loss of your portion of a deposit, any lawyer or inspector fees you've paid, your travel costs in connection with trying to buy this home, etc.
