As the employer am I obligated to give an previous employee any paperwork in regards to their termination? They are requesting their Exit Form to receive food assistance and are saying they have to show they were fired to receive assistance.

No, you are not required to provide any paperwork in regards to their separation from employment. You have no obligations to a former employer. Of course, since if you don't, they or an agency may keep trying to contact you, and completing the paperwork costs you nothing, it is difficult to see why you would not complete the paperwork and have done with it.
