Are photos free to be used without release?
I purchased accident photos from State Police. I wish to include them in literature I wish to self publish. Photos were taken by the State Police on a major interstate highway. Can I use them without a release?

It depends on what your purchase agreement states, and whether they claim any copyright. Further, did you purchase copies or the originals?
