Am I required to sign a release form in order to receive payment for property damages?

The insurance company for the person at-fault is requesting that I sign a release form before payment is issued for the property damage in a car accident. The amount they are paying does not cover the full amount for the damages due to the person at fault only having $10,000

It is standard operating procedure for the insurance company to have you sign the release prior to receiving the settlement check.
If you disagree with the settlement amount, your only recourse is to reject the settlement and file a lawsuit against the at-fault party for negligence.
