Am I obligated to answer my employers phone call while on vacation, or scheduled days off?

Am I required to answer my employers phone calls, regarding problems at work, while I am on vacation, or it is a scheduled day off?

Yes, you can be required to answer your employer's phone calls while away from the office such as on vacation, etc. This is true unless this action violates the terms of an employment contract or union agreement. The fact is that a company can set the conditions of employment much as it sees fit (absent some form of legally actionale discrimination). That having been said, if you are a "non-exempt" worker (i.e. typically one who is paid hourly), then you have the right to be compensated for all time spent on such calls.
