The fire started on federal land from a tipped over camp stove and there were also no bans in place toward stoves or campfires during the time.

Your negligence caused the fire. If the fire caused damage due to your negligence, then yes, you would be responsible for any financial requirements/obligations placed on you through a lawsuit.
