I have been told that the LL has to do this by law.

Although the written lease agreement that you have with your landlord states that you are contractually obligated to maintain the fire extinguisher at your rental in good order, the statutes of all states in this country require that the property owner of all rented buildings have that duty first and foremost.
Even though your landlord has tried to delegate such a legal duty contractually to you as the tenant of the rental, the landlord ultimately is responsible for maintaining the fire extinguisher annually, not you. State law would supersede your contract.
