If I am a resident of 1 state but suffered a loss in another state, where doI file a small claims suit?

I am a resident of CT; I was cheated at a hotel in MA. Where do I file my lawsuit – CT or MA?

A lawsuit can be filed where the plaintiff resides or where the defendant resides or where the claim arose.  You could file in either CT or MA.  For convenience purposes, such as filing the documents, the court appearance, etc., it would probably be easier for you to file in CT where you live.  You can have the lawsuit served on the hotel by using a process server in MA.  After the documents have been served on the hotel, have the process server send you the  proof of service and file that with the court.

Your damages (the amount you are seeking to recover in your lawsuit) should include the amount you are claiming from the hotel plus court costs.  Court costs would include the court filing fee and process server fee.
