A city truck hit my car and I don’t have car insurance do they have to pay for damages.

My wife was t-boned driving threw a
green light, police determined the other

Assuming you are correct and they were at fault (and it certainly seems like you are), then IF you sue them, they'd most likely have to pay (i.e. you'd most likely win and get a judgment in your favor). The problem is, if the other side and/or their insurer doesn't choose to voluntarily pay you, a lawsuit is the only mechanism for forcing them to pay. There are special rules for suing the government: if the amount at stake exceeds small claims, you probably want to hire an attorey to do this. If it's under the small claims limit, a lawyer will cost too  much, but make sure you look up the rules for submitting a claim vs. city government (you can probably find this on the city law department's website) and comply with them.
