If a bullet entered my apartment and was very close to my children and me, can I legally break my lease?

Neighbor claimed accidental discharge. Police made report. Apartment offered transfer within complex. None of the locations are favorable

Your lease is a contract between you and your landlord; as with any contract, its validity is not affected by the criminal acts of unrelated third parties. The landlord is not responsible for the wrongful criminal acts of its other tenants.
