WHO'S RESPONSIBLE MY CAR WAS PARKED AT AN HOTEL I'M STAYING AT AND WE HAD BAD WEATHER WERE THE ROOF CAME APART AND DAMAGED SEVERAL CARS IN THE PARKING LOT INCLUDING MINE. THE HOTEL OWNER IS REFUSING TO TAKE RESPOSIBLITY CLAIMING HE HAS NO INSURANCE. WHAT CAN I DO?

If your car was damaged due to a storm, it is probably not the responsibility of the hotel.  While I am pretty sure they do have insurance, the storm could easily be considered a catastrophy claim, since there have been so many major storms all over the country.

Your comprehensive insurance under your automobile insurance policy should cover the damage to your car, less the deductible. Most comprehensive deductibles are low, so there will be little out of pocket expense for you.  If you do not have comprehensive insurance, then you should go back to the hotel owner and try again for them to pay for the damages under damage to property for others.  Again, the storm, if considered a catastropic event, should not affect the insurance costs for the hotel manager. However, their insurance company could deny the claim since it was a storm and the hotel had no blame in the damage to the cars in the parking lot.
