When you have a water damage claim under your homeowner insurance the adjuster usually reviews the entire claim and options for repairs. It is unclear why the adjuster had second thoughts on the settlement of the claim. You should ask the adjuster what changed his mind regarding repairing or refinishing the cabinets. You should also advise him that the person claiming they can repair the cabinets did not do a thorough review of the cabinets when making their estimate. if the adjuster insists on repairing the cabinets you should ask the repair person for a warranty as to the quality of the repairs. Also tell the adjuster that you feel the company should be aware that they will be considered responsible if the cabinets are not properly repaired. Many insurance companies do provide some sort of warranty on repairs if you use their recommended company for the repairs. See if your company will stand behind the repairs if they refuse to replace the cabinets.
