Company History: Justin Kimball developed Blue Cross’ predecessor in 1929. Blue Shield was developed in mining/lumber camps in the Pacific Northwest. In 1939 the first Blue Shield Plan was created, and in 1948 nine plans adopted the Blue Shield Symbol to form the National Association of Blue Shield Plans. In 1982, Blue Shield and Blue Cross merged into the Blue Cross and Blue Shield Association. Now the Association consists of 37 individual/separate insurance companies/organizations in the U.S. They serve approximately one third of Americans (100 million people) and collectively encompass over 84% of America’s Fortune 100 employers.
