In this day and age everything - pretty much - is available on the world wide web.  The state of North Carolina is no different.  Here is a link to their state web page and on the left you will see a link to the state's banking rules. Now, if you want to actually read the laws I would try your local courthouse where generally there is a law library with hard copies of the laws.  Good luck.
