If I know that a seller must disclose all defects to potential buyers but they choose not to fix certain things, can this be negotiated or does they have to fix everything in the house first?
Repairing things such as a garbage disposal, dishwasher or ceiling fan.

There is no requirement that things such as you have listed be fixed before the closing, although serious defects must be disclosed. The cost of replacement and/or repairs to these items can be negotiated and the purchase price reduced accordingly. The fact is that such adjustments are quite common. You should have the house inspected and then pursuant to that, you can negotiate a price reduction. Speak with your broker and/or attorney, they can best advise you further based on just what your sales contract provides.
