what temperature must be maintained for a tenant during the winter months.

I have a two family house.For the first time I am renting the upstairs apt.I provide the heat during the winter.At what temperature setting must I set the thermostat by law so the tenant is comfortable and I am not paying a huge bill.

My research suggests that in NJ, from October 1 to May 1, a rental premises must be maintained at a temperature of at least 68 degrees between the hours of 6:00 am - 11:00 pm and  between the hours of 11:00 pm - 6:00 am it must be maintained at a temperature of at least 65 degrees. The hot water temperature should be maintained at a minimum of 120 degrees and a maximum of a 160 degrees.
