What legal action can be taken against my friend

have a friend who back into someones car. My
friend gave the person his name and number
he left the scene. The person sent my friend
and estimate but the estimate included thing
that couldnt possibly have been of a result of
the incident. My friend hasnt responded since.

Since your friend backed into the woman, he is almost certainly at fault and therefore would be liable. That means that if the woman sues your friend, she would likely win the lawsuit and could get from him the reasonable cost to repair any damage she can prove were caused by him. That is the key: the woman cannot simply make up or ask for any amount she wants, but rather can only get what she can prove he did or caused.
