What is the smart way to approach a business?

I am developing a third party application, and I need access to a public
database, how would I approach the business that owns the database?

You question is somewhat unclear, since a "public database" is one that is available to the public--you should be able to access it.
That said, if you need their permission, simply contact them and ask for their terms for use of the database--you probably need to call the main number first, explain you're looking for access to the database, and ask to be connected to the correct person. If they have standard terms, you'll likely need to accept those terms. If they don't have standard terms, explain what you need and see if you can't negotiate something which works for both you and them.
