What is the longest amount of time it can take in Ohio between when biometrics are taken the naturalization appointment?

My friend went for his fingerprint appt. back in February
still hasn’t been scheduled for the next step. Is this process
taking much longer because of the new administration in the
White House?

It can take a while, yes, but if you are concerned i would strongly suggest that you make an INFOPASS appointment at your local USCIS office and inquire about the status of your case.  It may be that there is some delay due to external forces but it may be that your mailing address has been changed, etc.
