What is the legal limit for thenumber of occupants in a 3 bedroom row house?

We have a row house renting out and at the time of lease there were husband and wife and 4 kids (2 – 13). Now they have brought the wife’s mom to live with them.

This is an area of the law in which local law and procedure can differ quite a bit from one state to another; in fact from county -to-county.  The wording of the local zoning ordinance will control, as well the other detailed of your situation.  Typically, zoning restrictions deal with both permitted and prohibited uses.  You should speak with the town's zoning officer or consult directly with a real estate attorney in the area.
