What to do if if someone that was turning lanes hit your car but you didn’t file a police report?

She doesn’t what to give me her insurance policy info.

I think that you know by now that not calling the police was a bad move.  Do you have witnesses to the accident?  You should consider filing a late police report and calling your insurance company asap.  Seek legal guidance if there are issues here about it all.  If your insurance company does not disclaim for late notice then you can submit the claim to them, let them pay you and then they will sue her on your behalf.
