I filed a flood insurance claim and the settlement they want to give me is way too low. They keep calling me to sign and return the offer.

Submit a counterproposal on your own or hire a lawyer with experience in handling flood claims. Of course, if you don't agree with the settlement offer, and you believe you have evidence to support a higher amount, consider telling them so.
