What to do if we purchased a home in a development because it had noHOA but now they are starting one?

If there is no homeowner's association in place with respect to the area where you purchased your home, but you do not want to join, then essentially there really is nothing that can be done to force you to join assuming that the home you purchased is not subject to any recorded covenants, conditions & restrictions mandating your joining the homeowner's association.
