I reside in PA and have real property in NY for which I want to establish a trust for
my heirs. In which state should I consult an attorney to create the trust?

An attorney in either the state where you reside or in the state where the property is located can prepare the Trust.
For your convenience, you might want to retain an attorney in the state where you reside, since it would be a shorter distance for you to go to the attorney's office.
