tree limbs overhangs

my neighbors tree over hangs onto my property.it is a large limb that is
approximately 3 stories high.whose responsability is it to have the limb
removed.i live in massachusetts

Since the overhanging limb is a potential problem, you can trim it back to your property line. However, if it appears that the entire tree is in danger of falling down, you might be able to do is to get help from a utility company if the tree is threatening to bring down electric, cable or phone lines. Also, city/county governments can take action to make an owner take care of dangerous conditions on their propetty, including as hazardous tree.
