What steps should I take if my boss is stealing from me and other employees?

My direct supervisor has been taking some of my cash bonuses and other

employees’ bonuses. He is also very passive/aggressive and places blame on

other employess for things he has done. He is lifelong best friends with the owner.

How should this be approached?

If he stole cash which was given to you, that is theft: you can file a police report and look to press charges. And/or you can sue him for the money.
If instead he convinced the owner to give him some of the money which the owner would otherwise have given to you, that is legal, unless you had a written contract guarantying you a certain amount as a bonus. Without a written guaranty of a bonus, getting a bonus is discretationary, or at the employer's whim; if the employer chooses to give you less and give some of your money to another, that is legal.
So the issue is, did he convince the other to divert money to you (legal) or was some amount given to you (e.g. given by the owner to him to give to you, where it is clear you were receiving the money) and he took some (illegal).
