Is it legal for a CA employer to complete a performance review, put it in your
personel file, without my knowledge?

It is completely legal, unless you have a written employment contract saying that you must be informed of, or have a right to review, or something similar, any performance reviews. Without a written contract to the contrary, it is entirely up to your employer how to review employees and what to share with you.
