What should I do if the neighbor’s kids knocked down my fence and my dogs subsequently got loose and bit there dogs in their yard?

You should not be liable for any injuries to their dogs, since you were not at fault--you were taking reasonable steps to restrain your dogs, but the neighbor's children knocked down your fence. You could potentially sue the neighbors, who are liable for their children's actions, for the cost of repairing your fence and for any injuries to your dogs.
