My tenant died. I need to return the deposit. She does not have an executor of estate. Who do I return the security deposit too?

Do you know who is the next of kin of the Tenant?  Maybe they do not own anything to open an estate for probate.  You have to make the check out to "the estate of so and so"  and send it to the next of kin.  It is up to them to cash it.  Good luck.
