What can be do if my spouse is from Bulgaria but his visa has expired and we want him to stay and make him legal and able to work legally?

Are you a US citizen?  Is your husband's visa or his I-94 expired?  There is a difference between the two.  IF you are a US citizen and he entered the US lawfully, you can petition for his green card since he is your husband.
