If my new wife has a permanent resident card that expired after 33 years and we need to get her a passport, here do we start?

You wife needs to go down to the nearest immigration office for this country to make an application to renew her permanent residence card. Since she is a citizen of another country she needs to contact the nearest consulate in your area for that country and apply for a new passport from that country of citizenship.
