If my brother is the executor of my late mother’s Will but won’t show me a copy, is it legal for him to withhold it?

My mother dies about 3 weeks ago.

It's not so much a question of whether it's legal or illegal, but what your brother ought to be doing.  If your mom passed away 3 weeks ago, he should probably at least have given you a heads up as to what action he is taking as Executor, assuming you are part of the Will.  He hasn't necessarily done anything wrong, but it's not exactly the picture of transparency.
