What to do if my husband is paid commission 4 times a year but bookkeeper could not get the spreadsheet for this month printed so he wasn’t paid for the month?

Is this legal? He is paid the 3rd week of the last month of the quarter for the previous 3 months.

It is a violation of the agreement (even if only an oral, also called "verbal") one about the payment of commissions, pursuant to which your husband works. IF you suffer some actual monetary harm due to this, the company should compensate you: so if, for example, you incurred late charges on rent or credit cards due to not being able to pay them, the company should pick up those charges. In theory, you could even sue for the money, but in practice, it is not likely to be worthwhile.
