If my husband died without a Will, can the credit card company collect on the balance?

They can't sue the people (like yourself) who will inherit from your husband, but they an sue the estate and try to recover money from it before the money and other assets are distributed to the heirs. The debts of a the deceased do become the debts of his estate, and, if sued upon, must be paid before distributing the balance.
