What to do if my girlfriend was handed a container from a store worker on which shortly after she found was covered with that person’s blood?

She wants that person tested for HIV or Hep C but the store lawyer told her that HIPPA would prevent her from knowing the result.

The store attorney is correct in that there are potential HIPPA issues... however, there are exceptions to HIPPA, like court orders and voluntary releases.  If the store will not release the information voluntarily, your girlfriend may have to file a personal injury or consumer complaint for emotional pain and suffering considering that she has been left hanging on a very serious issue.
