What to do if my girlfriend let a friend use her car and she got into an accident but the insurance doesn’t cover any other drivers?

I’m wondering, since we live in a state in which car insurance is mandatory for operating a motor vehicle, is she still liable or is her friend liable for operating a car without insurance?

In most cases, the owner would be liable under a theory of negligent entrustment and the driver would be liable for their own actions.  Thus, both people could be held assountable.
