If my father passed away this year but my sister had POA over him for the last 6 months of his life, does my mother inherite all of his belongings?

A Power of Atorney has no impact on who inherits.  If there wa a valid Will, it must be probated and the Wil would control.  If there was no Will, a probate acton must be commenced and the estate is distributed pursuant to your state's intestacy statutes.
