I am so sorry for your loss and for the situation.  Is your Mom the Executrix of the Will?  Then she has a fiduciary responsibility to give you the finds and if she breaches that responsibility you can hold her accountable.  You can request that she provide an accounting to the court and the beneficiaries as to the distribution of the funds.  Try asking the court for a conference.  Good luck.
