I am so sorry for your loss.  This is not an easy question to give guidance on with out knowing more about how the business was structured.  Generally speaking, if the credit card was in your Father's name only and your Mother did not sign the application and the debt incurred was for the business, then it the debt of the business.  How you are handling the probate of the estate with regard to the business matters here.  But if all is as I said then I would tell her to hold off on paying it for now.  Good luck.
