If my boyfriend is on a visitor visa and we want to get married but he’s left 3 times, would look like fraud if he marries me?

If he left each time when his authorized period of stay was expiring then he did the right thing.  it does not look like fraud if he did what he was supposed to do under the immigration laws.  you c an get married and petition for him to adjust status to permanent residence.
