If my boyfriend is getting sentence on his 3rd DUI, can the judge give him less time then 2 years that the prosecutor is asking for?

Yes, the judge can give him less time.  There is no statutory minimum for a third offense in Arizona.  The amount of jail/prison time is at the discretion of the judge.
