I have missed 2 days of wages because the power company turned off the power
due to work on the power lines. Can I collect for the missed wages?

No, you may not collect for the missed wages.
1) You were not unemployed and your work was not suspended due to the employer's actions, or for long enough, so you can't get unemployment.
2) The employer is not liable to you for the wages because the disruption was not their fault, but was due to a third party.
3) The utility is not liable because a) they were not negligent or unreasonably careless, but rather were doing necessary (and so reasonable) maintenance or repairs, and b) they have no legal obligation to you in the first place for your pay or wages.
