is this a resignation?

my employer, without warning, has
decided to reassign me to a new,
undefined role instead of managing the
current team I manage. although the
role is undefined and there’s no job
description nor formal job offer they
say I am resigning if I decline. am i?

Most employment relationships are "at will". This means that a business can set the conditions of employment much as it sees fit (absent some form of legally actionable discrimination). Accordingly, unless you have a union agreement or employment contract to the contrary, you can be reassigned as your company deems appropriate. If you refuse the new duties that you are being asked to do, you are effectively resigning since; you are saying that, "I refuse to do the work".
