Is there any law about yearly raises?

My one year anniversary date just past and at my company, we are promised a review with a raise. I asked my manager when this was going to be done. He said in a few weeks. It could be anywhere from 2-8 weeks from my anniversary date before I get my review. I’m OK with this but I then asked if my raise will be pro-rated to be effective on my anniversary date. He said no that it will go into effect when the review is done and submitted. I know this is not fair but is it legal?

Yes, it is legal. When and even if to give a raise is up to the discretion of an employer. That is unless salary increases are required under the terms of a union agreement or employment contract. Othersie, a company can set the conditions of the workplce much as it sees fit (absent some for of legally actionable discrimination). This is called "at will" employment.
