Is my HOA required to provide a line by line payment history if requested?

Reside in MN
Owe back dues but not as much as they claim
and it seems like what I am paying is not
getting added.

Not outside of litigation (a lawsuit), unless the HOA agreement or bylaws entitle you to this. Otherwise, the other side is not mandated to provide you a line-item breakdown when you and they disagree over payment. If a lawsuit results (e.g. you refuse to pay; they sue you), in the course of that lawsuit, there are ways to get that information (e.g. a  document production request or written interrogatories), but of course, suing or being sued has its own costs, in time and money; it may be more cost effective to pay the disputed amount.
