Is jail time inevitable for a first time offense with a BAC of .219?

There are so many variables here to determine what the criminal penalty will be.  Was this your first offense?  Are you under age 21 (which then there is a zero tolerance for these offenses)?  Jail time will depend on these variables and how good your attorney is at dealing with these cases.  Get legal help asap.  And think twice about ever operating a vehicle again while even having one drink.
